Your problem is probably the file format because an animated gif consists of several different still images that are displayed in rotation. This means that you have to reduce the size of each individual image and therefore requires software that can read the file. If you try using a normal image editing program you will only edit the first frame which will not solve the problem. I use Ulead Gif Animator, which will open all the frames and allow me to resize the whole file and even anemd the timing in order to speed up or slow down the animation.
