What does "Ship to mouth" mean?

I think when the domestic production of food is not sufficient enough to quell the hunger of population, the country has to import (ship) the food supplies to feed the population. thus a sort of "ship to mouth" scenario meaning ship (import food) to mouth (of hungry people). that's what my idea is, though i am not sure about it.
