Creating a WEB page / myLot

I shall be thankful if some members give me full details as to how to create a WEB site. In order to have own a Web site what are procedure and things to be done or can I rent a web site for certain period say one year or two year. In case of hiring a web site whom should I contact or if I have to own a WEB what is the procedure to be adopted to obtain a same. Also kindly provide me information as to how the Web site to be maintained.

I would first of all like to ask you if you know HTML, and if not... the best I will be able to do is to create a free simple one for you and refer you to websites containing free tutorials. So tell me if u know HTML or what it is.
