Why is Smallville showing reruns again

We just came out of a bunch of Smallville reruns, they show a couple of new shows and then back to a rerun. I don't get it. Why not just show reruns until they're ready to run new show to the end of the season, instead of teasing us?

They show a new episode last week. The is week was the end of March and they will probably start showing new episodes next week again. I think April, or is it May, a sweeps month.
