New York City health officials are considering a program to urge circumcision for men at high risk of AIDS, noting studies that the procedure can reduce the chances of getting the disease. What do you think about this? effective or ineffective???

I just have question. Are all american guys uncircumcised? All of our boys here are circumcised. Maybe it's effective since their is a removal of that skin that is not supposed to be there.
