smoking: the cause of windburn / chapped lips?

Not sure where you heard that one but I don't think it's the cause. I've never had a problem with chapped or windburn lips due to smoking. I have due to congestion, windy weather, or cold weather but not due to smoking. Smoking is not responsible for everything in this world or with a person's health. There are other causes and in the case of windburns or chapped lips it's more then likely other things besides smoking.
