If so, what knowlegde and tools are available to facilitate that? How would you get started (without enrolling in a four year university)?

Limor Fried over at MIT did this last year; she built an MP3 player and put it inside an Altoids box! Read about it here: http://web.media.mit.edu/... sure there are other such sites too).
You need a good knowledge of soldering, electronics and programming.
