claiming a thing's/stuff that your not the owner???gosh!!

Hey guys..! I' m just curious??! because i've meet some people here in kuwait that they would be easy to claim some things but in real they are not the owner??? like car, phone accesories etc..Gosh! when i heared to one of my friend that they claimed gosh!!! i'm going to piss. I think not bad to claim if you are the real owner. if you are in this situation what would you do??
