New Foster Care Solution

I really need input on an idea I have had. I was in foster care as a child and have even dealt with the possibility with my own children. I was thinking that there are many cases when children are put in the system simply on poverty based problems. Ie.. no lights or an inability to provide some basic needs. Now I know that working will be the #1 solution to that but could we all agree that when you get so far down you need an extra hand to get out? What I suggest is that we have a foster care system based loosely on the shelter idea, where children and their parents are kept together in a "home" but required to learn skills neccesary to provide for themselves, discipline thier children, housekeeping ect.. What do we think? DISCLAIMER!! I am NOT talking about situations where there has been ANY ABUSE!! Just cleanliness issues, doctor care and such mostly what you would find listed as neglect.

i think that would be a great idea to keep the parents & kids together and make them learn some sort of skills - it sounds a lot better to me than people who are collecting welfare and kids growing up thinking something must be wrong with them or their parents.
