Who would do such a thing?  

As you can plainly see in my last photo, my neighbor put a lot of effort into planting some lovely Spring flowers..I arrived home the other day to find an empty blue chair. There was no evidence that he'd bumped into them, there would have been dirt ( I know because he made a mess planting them )..He may have taken them in if someone was bothering them, which is just sad...These plants were thriving and doing wonderful...I pass by them several times daily..There was no reason for him to move them...That only leads me to believe theft or vandalism.
