North Korea was to be run by the Soviet Union and the South by the Allied Forces(mainly USA), not unlike the division of Germany into East and West. Korea was split as since 1910, it was under the occupation of the Japanese. Hence, when Japan fell, there was no government in place to run the country and the two powers decided to take things in their hands. Even after the soldiers left both Koreas, their prefered choice of politics remained. That is to say, North Korea adopted the communist system, while South Korea adopted the democratic system. While Germany has since reunited, Korea remains divided to this day.
