I owe hr block money can they take my tax return if i am getting a check from the irs?  

The rebates are going to come to your house in the form of a check or your bank account, and you should be able to deposit your refund and then pay them directly.

I am not 100% sure but I don't think your tax return can be touched by H&R Block, the state can take out taxes or it can be reduced if you owe the feds money....

But I don't think unless you gave them permission, and signed it, that they can take your tax return.

How were you able to get HR Block to do your taxes and not pay them? They either take a check or deduct their payment from your taxes and send you the balance?
They shouldn't be able to touch your stimulus check. It sounds like you'll be receiving a paper check from the IRS. HR Block is out of the loop when it comes to stimulus checks
