When I was a kid in Kalinga, topless women were viewed without malice.

I was 6 years old when I became aware of the married women in our little village being topless after they got married. As soon as a woman has gotten married, they are allowed to go topless and no one thought the worst of them. They went along their chores unconscious of their bare chests. The men knew that the woman is married and they respected and accepted that fact, so no one dared to cross the line. Men see no malice in their maried women going topless. Of course, the unmarried women did have their upper clothes on. In the river when bathing, everyone is nude and no one is "conscious" about the "nudeness". Those were the days when people in Taloctoc were still untouched by what we call "progress." Nowadays, No one goes nude. Everyone is conscious and there's malice when you see a topless woman. Is this what they call development and progress? What are your thoughts on these?

It totally depends upon country and culture. I suppose Kalinga is a part of Phillipines?
