If saying sorry is his way of getting away with it then he is wrong because he is losing credibility for every repetition. Of course people will no longer trust him for his insincerity. If a person is sincere when he says sorry, then he will not do it again.

The person also has to make genuine attempts at learning from their mistakes and trying not to repeat them again.
