Can you make power?

You need to look at what materials they have locally and try to utilise what is there. As well you need to consider the abiolities fo the local people for maintenance fo the equipment.

If there is sun - utilise soilar power.
If there is water, consider tidal, waves or water turbines.
If there is wind then utilise the windmill
If there is geothermal or hot springs then that can be used.

Otherwise there is manual labour for winding clockwork engines, or piezo electric devices for generating electricity.

Plus the use of storage cells as batteries can help.

Plus there is burning things to generate heat to drive a turbine - even manure can be used as a fuel.

It may be that electricity is not what they need - maybe clean water from a deep well is needed. Manual pumps and deep bore holes can be used.

The aim should be to work with the local culture to improve the basics rather than giving them all fridges and colour TVs which they do nto need.
