Fastest programming language to code that can make changes to a file?  | |  Currently looking for a programming language that is easy and fast to use when modifying single files. I've been using PHP which I think is quick and easy but I would like the program to run on my PC in windows offline so which would you recommend I use?
I just want to be able to copy/paste parts from different files and I rather not type a lot of code just want the fastest solution really. I want it done today so as long as there are tutorials for the language on the web I will be able to learn it please write the language you think would be best to do this, thanks!
