Definitely. The minorities can be just as guilty of racism. That is why prejudice is perpetual. Minorities have just as much tendency to generalize an opinion of the majority as the majority does on them.

The more the "race card" is played, the more the minority become discriminatory. By generalizing and accusing the majority as a whole of racism, they are in turn making themselves racist against the majority.

As for where to start on research...search for "anti-prejudice groups".

I think there is a little racism in most people to a point, as certain races have certain traits that other may not like, I am an Aussie and it has been said that a lot of people think we are loud and a bit over the top especially when overseas, some people do not like that, and all races have these sorts of traits, whether its arrogance, rudeness or whatever, but it seems it is only when colour comes into that it is actually call being racist, when I was young people here from other countries were often called w#gs and we Aussies were called racist but I had an Italian friend who used to get upset with being put in the class as being classed as a w#g. I noticed whenever I was there her brother was there as well, i asked her about this and she said her mother and other Italian people thought Australian girls were sl#ts...I think i would have prefered to be called a w#g any day...there are a lot of similar stories but I would like to say just because one doesn't like a person or some race trait it should not be taken as being racist, there is way too much sensitivity out there i think...it is ok not to like we can't help feelings, I don't like a lot of white people but when I don't like someone who is black I am classed as racist....too much senitivity I think....

Any person from any group can be guilty of racism. Can a majority group put a minority group to trial for a hate crime? I'm not sure. The best place to start your research would be academic journals online. I would also check out the library to see if you can find any books on hate crimes.
