There is so much free photo software out there. Go to http://www.download.com and search for photo software and filter it with "free". You will get more that you can use. It is reviewed and rated so pick out one that has the features you want.

The previously mentioned Irfanview is good, it does almost everything. I use FastSone image viewer and Picassa (by google). If you have a camera it probably came with a good basic photo software package.

Another couple of popular ones are Photoscape and Paint.NET.

Hey there, 3cardmonte! Adobe Photoshop is still the best photo editing software but since you can't download it for free. I'd tell you some good alternatives. I personally like Photoscape 'cause it's simpler and very user-friendly. Here's the two links that could help you decide which software best suits you.
