Sorry I don't know the name of the book offhand, but I am sure you could find it on Amazon. There is a reference book that lists children's publishers, who to contact, information on what they publish, and so on. You can also probably find it in the reference section of your local Borders or Barnes & Noble. I don't think it's by Writer's Digest, but a similar type of group. Sorry this is so vague.
