I dont know its puzzled me for years! I think it should be in the cake section because it is stated on the packet Jaffa CAKES therefore should it be a cake?

Could they be a cakey biscuit thing, a kind of hybrid between two great snacks? Maybe they appear in the biscuit section because alphabetically it would put them ahead of other inferior cakes.... I'm just guessing here though, clearly research must be done:)
