Photoshop is the best tool to enlarge photograph. you can even make a blur photo enlarged and the quality will be enhanced too.

Increase the resolution in Photoshop.

Or for better results, if you don't mind touching up the photo, print it onto matte or regular printer paper, and if you own a scanner, scan the image in at a DPI that works for you.

First the facts. All photos can only be increased to a certain limit. After that limit the photo starts to distort. No matter which software you use, this rule applies.(I read it in the help section of a software.)
How much you can increase the size depends on the original photo. If the original photo is of higher resolution(good quality) then you can increase its size to a larger extent without distorting the image. Otherwise the photo will distort even if its increased a little bit. The key lie in the original. If you are working with photos taken by your camera, then you need to improve the photo setting to high quality. Then you will be able to increase photo sizes much more.
Most images on the net are optimised(low size with decent quality). So many photo from the internet will tend to distort when their size is increased.
There are many things to talk about photo resizing. It would be better to read a book or the help section of the application you are using. Best of luck.

It's easy to resize a digital photo to make it smaller because a photo program throws away pixels it doesn't need. But to enlarge a photo, the program would have to insert information to fill in gaps as the size gets larger, and many times the result is ragged looking.

Your best bet would be to take the photo again. If you can't do that, then only enlarge it by 10% or maybe as much as 25%. If you often need bigger pictures, review the instruction book that came with your camera and take your photos with a higher resolution. It might be called "Setting the Recorded Pixels" or "Setting the Quality Level". Higher quality photos will take up more room on your memory card, so have extra cards or get a card with more memory.

If possible, take high quality photos and then you can always reduce the size for use on the internet or to send by email.

i agree with vanill and photobug. they said it well. you just need a higher resolution if you don't want to pixelate the image. so the thing is you just go over with the limit of the image. even if you will fill a 8x11" photo paper if the resolution of the image is higher like 12 mp it won't pixelate.
