jacket or scarf, a necessity or for fashion??

i've noticed that some people although it's warm, would wear a jacket/scarf. I don't get them, why would they subject themselves to being uncomfortable for the sake of ppleasing people's eyes..
jackets/scarfs, when do you wear them??

i wear my hoodie in the summer i'm not insurcu about my body i'm just shy it blooks me from the world.
