Absolutely you MAY right, fertility rate can be controlled by the government
to produce good result in order to develop the nation, but at the same time
the government has to inform certain types of benefits to the peoples to amend
this program, otherwise it is too difficult to get success. But in case of
infertility is a disorder of the human beings which is caused by many reasons
in the reproductive organs, but we have the chance to treat this problems
to get the possibility to have a baby . This infertility can be treated by
many methods likes surgery, Tube baby, etc.,
