Its very simple my friend just google it. Or if you wish to create your own you can create them using the paint option on your computer. Save the file as GIF as there are other format also available to save them. Web templates are easily available on net there are of many kinds that is freeware and shareware google for "freeware templates" you can get a list of them. As you wish to insert moving pictures to your website i wish to know do you know animation other things related to animations. I also wish to know moving pictures in what sense does it got to rotate the whole site or what. Let me know if wish to know more details.

It is very difficult to find a image that is circulating in your mind. Still we can have a try for it. I generally utilize google images search it is nice some times it is handy too. If you have a layout of your image or you are finding a related image you can find it on tineye. For templates just have a search for "free templates" on google or any search engine. You would get a complete list of sites with some fantastic templates. I utilize google in same way.
