Construction during the rainy season  

I can understand your frustration. But I think these companies have their reason behind doing it on times when it is rather not convenient for the to do so. Well maybe there has been delays in the performance due to many factors such as permits to do the digging may just have been released late for some reasons unknown to us. Also one thing is that if they are to do it they also have a time frame to finish it forcing them to work even on the most inconvenient times of the year. Failure to deliver that would mean also that would be their loss on their part too.

What disgust me more are those road projects that are left unfinished and just left there without any warning signs or if there was is left undone at all. This things makes even worse than those works that are ongoing because it will leave the roads deteriorate faster since there is a part of the road left undone or is mde poorly to stand against this rains.
