The toughest two I have ever seen are
The sixth sick sheikh's sixth sheep's sick.
and
The seething sea ceaseth and thus the seething sea sufficeth us.

Don't know which one is the tougher of the two though.

the most difficult one i know are:
the sikh's sixth sheep is sick,
