do you think that shoes count in case of dress?

I think in some cases you can. If someone is wearing shoes with the soles completely worn through, they probably can't afford new shoes. But if someone is wearing expensive shoes, they aren't necessarily wealthy. Some people just spend way too much money on shoes. I can be somewhat guilty of this at times, but with the foot pain I have I like to buy nicer shoes now that won't hurt as much.

And I think it is true that wearing a nice pair of shoes is important, it is just like part of the dressing.

I think that there should be a corollary--I agree with Pigglies that some people have worn shoes because they can't afford newer ones and you should never, ever judge someone for that. However, I think you can tell by whether the shoes are appropriate for the outfit whether the person was raised well or cares about his/her appearance. It has nothing to do with cost (and shouldn't), but if somebody is wearing socks with sandals or white shoes with a black belt...turn off!;)
