I think you can use free blogging services if you don't want to spend much money. It's free for use. But if you want to have a website with your own domain name, i think $5-10 is not enough. I think it's impossible to have a domain name with and webhosting space with only $5-10. About the software, if you'd like programming, you can try PHP. It's free. Get a free domain at co.cc or purchase a free domain. Host it at blogger.com which is google service. Then prepare the site as you wish in blog and get free emails or manage the interface of mails and file upload through Google apps.
