That is a very interesting question and I don't really know the answer but this is my take on the situation. If a person was born blind, they wouldn't have any visual images in their mind so I don't think they would dream like a seeing person does. They may dream in sounds and voices, but then again I'm not sure. Now a person who was blinded later in life would still have visual images in their mind so I think they would still dream in a visual way with colors and images. Yes,blind people dream.Every person with a soul and heart dreams in the night after all he is also an human being.A person does not need eyes to dream he can dream with his eyes closed.
