If you have an existing blog and the only reason for wanting a site is for the URL name, you could try URL redirection. try co.nr,.tk, here's what it will look like, yoursite.co.nr.

Lot of free website building URL's are there ... but they will give their website name and after that you need to create a site.
If you want to directly create a site in your name then you need to contact the dns service provide to check the availability and if sumone else has used it you cannot do anythink...
