What do you think one can do to tackle the menace of Naxalism?

Naxalism has been created havoc in many parts of India. The Government has, I think, not really been successful in countering this menace. From my experience I can say that tackling terrorism will not be successful until the civil society is engaged. A community that is convinced that they have been wronged and that they can resolve this wrong by taking up guns cannot be dealt with by guns. What do you think?
