yes you can start your blog. there are also a lot of way to start your web page on net for free. you can try weebly, webs dot com, 6te don net etc for free web pages, you can Google for for these mentioned free web hosting sites. you can promote your webpage through chatting (yahoo etc.) you can also make a good use of orkut for promotion, am also doing in same way and getting good response.
