if a life insurance policy is not covered for enough - what happens then? uk: email this discussion to a friend?

first to say this is purely for the uk only as other countries may have different rules on this. my father is only covered for just over a £1000 life cover. he never bothered with stuff like this and its too late now. he is 80 years old. when his time comes i know i have not got the money for it all. i know you can claim from dss but only if you are on certain benefits, which i dont think i am. when that time comes, what do i do? if there is not enough money to pay for this? does this mean they will leave me with a funeral debt that i have to pay off over years? as i am only child and only next of kin as well. does anyone know about this subject in the uk ruling only. my father lives in a council house and gets his pension. myself and husband also live in a council flat and we have no collateral either.
