| | 3.  charmz1005 (305) | 3 weeks ago |  If you can't open control panel and use run, there's a high probability that it's a virus. One time I downloaded a program, I think it's police virus scan? I mistakenly thought that it was a message from a program I installed, and I continued it without reading. The problem is I can't open my control panel, run, and other things so I ended up formatting it again. LOL. Hope it helps.
