Timing belt replacement on 1998 Metro LSI

I am confused about the spring on the tensioner. Does it go to the 10 mm bolt on the far right of the water pump and does that bolt have a oversize washer on it?

I personally could not have helped this member but this is just another discussion that received no response unfortunately. I am not saying that we could have helped this person directly but perhaps we could have given them some advice on where to go for the information that they needed/wanted.
