PARENTAL RIGHTS

I was in Minnesota with two children and there mother was in Arizona with two children and the children are ours.The mother went to a psych facility due to drugs and her father took the two children she had and went to California.I(the father)arranged plane tickets to have them brought home to be with their brother and sister wnen she was in the hospital under what I was told as suicide watch.Did her father have the right to take the children and leave the state without my permission and only her permission when she was unable to care for the children.I contacted the police and they said there was nothing they could do.

First off, are you the bilogical father or the adoptive father of the two children taken out of state by their grandfather?
If so, then you have the right to have the children taken back (if they are not in your custody yet) and possibly charge the grandfather with kidnapping since he did not have the permission of both parents.
If not, and the grandfather had permission from their mother, then he had a right to take the children out of state.
