I live in WV and can't get one because the car has no background info. It is against the law to sell without a title. My state DMV can't or won't help me. I have tried having the VIN # searched thru the DMV and police, but nothing comes up. Like I said, my state DMV won't help with just issuing something in my name. If there is a web site I could go to or if someone else has had this problem I would appreciate any help....Thanks so much | |
