What is it exactly that they've tried to depict through borat?

The high ratings and feverish criticism that Borat received made me sit and watch the movie, but I didn't actually understand what they had in mind when they decided to make it into a movie. A lot many times it seems like they are trying to make fun of a particular race and a particular country and to keep themselves out of the muck they are doing it through a puppet. It's sometimes very disgusting to even think about it.
