how lalu shud be judge? on the bais of railway or deterioting bihar.?

Recently Indian railway minister lalu prasad yadav had given lecture on “resurrecting the Indian railway from abyss of debt to profit making organization”
But I wonder, this is the same person who governed the bihar for 15 yrs and during his reign the state which is full of minerals has become the worst and poorest state of India.
How could he nt able to change there?
Is it because?
He has changed hiself for better?
Everything is done by last ruling party and he is just harvesting the crop ?
Everything is done by bureaucrats he has nothing to do.
Or something else.
Plz give ur opinion as we all are above 18 and hv right to vote.
I believe the b option is appropriate.

i think Laloo has done a great job by intoducing new concepts and thus bringing a turn around in the Indian railways. but he has yet to answer his Bihari janata. why such a lack lusture attidute towards bihar and its progress? is bringing turn around in bihar impossible? did laloo took biharis for granted and made full use of their unawareness?
