Should I pay more ?

I am in a dilemma . I am responsible for making the payment relating to the construction of the building of my elder brother . The architech Engineer who designed the house and also was entrusted to oversee the work at different points of time was suffering from acute eurological disfunctions and was unable to supervise the work properly . I was palnning to bargain his service charge down since he did not serve properly .In the meantime I indicated him about this and he agreed to my proposal . But the amount of reduced charge was yet to be fixed when he expired . Now I am in a dilemma whether to pay the verbally fixed new rate to his widowed wife ? I've ensured that he had not kept any record that the Service charge had been refixed downward . Advice me please . Because it relates to a person who is no more .
