When you use public transportation do you bring a carseat for your small kids?

I was riding in a taxi with my small kids and I didn't bring a car seat for all of them. I thought hmm, why not? I use them in my own car. What do you do if you have more than 2 kids and you are riding in a taxi or a bus?

Usually the taxis have them in the trunks of their cars. But i never use one on the bus. When I got off a plane at LAX with my kids they told me that they had to call for a taxi that has a car seat because they will get a ticket for it as you if you were driving your own car.
