My Neighbor`s barking dog(s) =[  

Hi, my family have 3 neighbor dogs (Chihuahuas). there are two on one side and one on the other side of my family house. They bark incessantly. my mother and i are ready to short circuit. called the SPCA and they gave me a whole list of things to do. i am willing to do this but it just seems too time consuming and inconsiderate ... i can`t believe they don`t hear their own dogs barking! anyway, i`ve reached the breaking point and am willing to do whatever i need to do to stop it(fill out log, mail it in, etc.) what i would like to know is if anyone has had this problem and if they have found some creative to deal with it to go talk to the people. i`ve also looked into the no bark devices that you can place in your yard .. not sure if these will work. any solution out there ? thanks for your help. really appreciate it!
