Why Are There So Many school boards?

In India there are two majority boards and a great number of state Boards. The Majority Boards are C.B.S.E & I.C.S.E. While the state boards are for instance Uttar Pradesh Board etc.

Why is it that the children studing for IIT Do not do well in their ISC or CBSC?

According To You what should a child do first start learning for IIT from The Time He is In Class 11 Or Should He Start From Class 12 Or Should He Start From After He Finishes His Class 12.
