You'd better to have several things checked first,
*) If your monitor is too old? this has a higher possiblity cause the problem.
*) If our electric power supply steady or not.
*) When did this problem occur? What kind of big changes has been made at that time, new driver installed? software? or new chips?

i think you have a virus or some spyware . Do you have the latest video card driver? Make a virus scan .

hey! what is that painful noise that you have mentioned? that would be alarming if it doesnt come from your speaker! well, trace back what you have done recently before that occured, if you havent done anything to the OS, try considering these: virus scan, check if your hardware is still fine(such as your graphics card or your monitor-check the connection, try to disconnect or remove the connection then put it back again), if you have done all these and there's still no improvement, i suggest you restore your system to an earlier date when you havent experienced the trouble. if this wont do any good, i suggest you reinstall your OS, try reformating it but be sure to back up all of your data.
