1994 Dodge Caravan-Blows fuses everytime it starts

As I've said this minivan dodge caravan blows the ignition switch fuse every time you start it; we've replaced fuses, it worked for a week and it blew the fuses again. This time we replaced the ignition switch in the steering wheel and again it blew the switch. We are at a loss. Can anyone identify this problem? It's not the starter, battery and alternator.
