Senator Chuck Schumer (D) New York reported on the all night session in the senate as a victory. The amendent the Democratics were supporting was defeated as was the effort to cut off debate. Both of these objectives were the reason to have an allnight session and the Democratics wanted both to pass. Losing one both counts is now a victory. The Surge in Iraq is making the areas safer, reduced the number of deaths, and allowed more Iraquis to take over security and to help with the efforts to eliminate the insurgents. The democratics lable this a failure.
In the new Democratic Dictionary failing to acheive your objectives is a victory and acheiving some of your benchmarks is now a failure.
