How do you get people work together?

In my job, i take care of eldre people. There are four different floor with each 10 people that we care of, each floor have two workers. The ultimately cooperation is to work together in my opinion. There are no stairs to get to the differents floors, only korridors. But even so it seems to be hard to get cooperation betwen the workers. I am in the union for our workers and try to make them start to think different but it seems hard. Whay is that?
