Should Vick Pay back the $ 22 million dollars

I myself have a hard time seeing that he will have to pay by $22 million, I mean I don't condone what Vick did,but I mean why whould his cousin rat him out, Vicks cousin was there one living in the house, Micheal vick brought the house for him, I guess because MIcheal Vick had his name on the lease and then they caught him in the dog fight videos. I think it's fair not to just indicate Vick but also whoever was seen in the dog fighting videos they should beable to get in trouble also.. I think just because Vick is a public eye they are trying to make a eye out of him. What do you think?
