I tried to watch the video, but my internet speed is too slow where we are. I really couldn't get it to play right. What actually happened?

Wow, that seems a little extreme and not a good way for a cop to act at least in the beginning. I admit that the police have a dangerous job to do, but...

i definitely think the police acted too rationally in this case. now i dont know what else was going on with him but if all this was about was a stolen car and illegal turns then this was unjust. they couldve easily called for more backup, laid down tire strips, or wait until he crashed his car but to open fire that quickly i think was way too out of line. imo
