It is a hard question for me to answer. Still I would like to give it a try in my own way.
Speaking of suggestions, I think that you can give people some suggestions, but you will never them to completely adopt or accept them. It is only some suggestion for people to choose which is workable for them and which is not. I mean, people usually choose the suggestions that they think are suitable to them and might help solve their problems.

Suggestion broadens our vision whereas definition limits it.
suggestion is sign of unity,integrity whereas definition is a sign of ruling (superiority complex).
But too many suggestion calls for confusion and indecision.
So optimium(balance) of both gives best solution and maintains healthy interpersonal relations.

Dear friend,
i feel, our mindset tends to question and reason with WHY ans WHY NOTS. Its an ongoing process and when we are imposed on something, when forced to gulp any notion, a conflict arises. this is but basic instinct. Obviously when we state something which we feel we know (as you have stated as definition) we kind of repel. On the contrary, 'suggestions' is a milder word and even when you are definite about a thing if you put it in a round about way we feel soothed. And who can deny that suggestions and arguments can actually open avenues to newer things in life and this is what gets us going.
